HOUSE BILL NO. 98 by the House Rules Committee by request of                                                                    
the Governor, entitled:                                                                                                         
                                                                                                                                
     "An Act making appropriations, including capital appropriations,                                                           
     supplemental appropriations, and appropriations to capitalize                                                              
     funds; and providing for an effective date."                                                                               
                                                                                                                                
was read the first time and referred to the Finance Committee.                                                                  
                                                                                                                                
The Governor's transmittal letter dated January 17, 2007, follows:                                                              
                                                                                                                                
"Dear Speaker Harris:                                                                                                           
                                                                                                                                
The capital budget bill that I am transmitting to you today currently                                                           
contains just the minimum level of general funds necessary to secure                                                            
federal or other matching funds.  This budget is the starting point for                                                         
discussion and negotiation with the Legislature.  I look forward to                                                             
working with you to craft a final capital budget that meets the needs of
